How Long Does TPR Submission Take?

The federal deadline for reporting ELDT to the Training Provider Registry, what the business-day rule means for your test date, and how to avoid delays.

· · 5 min read

You finished your ELDT course. Now you want to book your skills test, or you are already booked and wondering whether your record will be there in time. The answer depends on two things: how fast your provider reports, and the federal deadline that applies when they don't.

The federal deadline

Under 49 CFR 380.717, a training provider must submit your training certification to the Training Provider Registry by midnight of the second business day after you complete the training.

"Business day" means Monday through Friday, excluding federal holidays. The day you finish does not count. In practice:

You finish onLatest submission
MondayEnd of Wednesday
TuesdayEnd of Thursday
WednesdayEnd of Friday
ThursdayEnd of the following Monday
Friday, Saturday or SundayEnd of the following Tuesday

Add a day for each federal holiday that falls in the window.

This is a maximum, not a waiting period. A provider can, and many do, report the same day. The rule only tells you how long you might have to wait in the worst case.

Theory and behind-the-wheel are separate

Each part of your training is reported on its own clock. Your theory provider reports theory when you pass the theory assessment. Your behind-the-wheel provider reports BTW when you finish your driving training, often weeks later. If the same school does both, you still get two records.

For a Class A or Class B CDL, and for the passenger and school bus endorsements, your state needs both records before the skills test. For hazmat, only the theory record is needed, and the state checks it before the hazmat knowledge test. So the date that matters is when the last of your records is submitted.

What happens after submission

Once a provider submits, the record is in the registry. In our experience it shows on FMCSA's Check Your Record page almost immediately, and it is the same data your state licensing agency reads.

FMCSA's own guidance says the driver may not take the test "until the training provider has submitted the driver's certification information to the Training Provider Registry, and the information is accessed by the licensing State." There is no penalty on you if a provider is late. The cost is practical: a missing record means no test that day.

Providers that routinely miss the deadline can be removed from the registry.

Why some records take longer

Most delays are not about FMCSA. They come from the provider's side or from the data:

  • Manual reporting. Some providers type records into the registry portal by hand and do it in batches, so they use the whole two-day window.
  • No license number yet. The registry needs a state-issued license or permit number. If you enrolled before you had your CLP, the provider cannot report you until you give them the number. ELDT is required before the skills test, not before the permit test, so the usual order is to get your CLP first. Our guide to CLP requirements covers that step.
  • Wrong details. If the name, date of birth, license number or issuing state does not match your license, the record may be submitted but not match you. It looks exactly like a missing record, and it is the most common problem.
  • Unfinished assessment. Theory counts as complete only after you pass the assessment with a score of 80% or higher. Until then, there is nothing to report.

How to plan your test date

  • Finish theory early. It is the part you control, and it can be done online at your own pace. How long ELDT takes gives realistic timelines for each course.
  • Ask your behind-the-wheel school how quickly it reports, and schedule your skills test at least two business days after your last day of training. If you are still looking for a school, our CDL school finder lists registered behind-the-wheel providers near you.
  • Check your record on the registry a day or two before the test. If something is missing, you still have time to get it fixed or reschedule.
  • Make sure every provider has your license or permit number exactly as printed.

How fast we report

Lowest Cost ELDT connects to the registry directly. When you pass your final module, we submit your theory record automatically, usually within minutes, as long as your license or permit number is in your profile. Nights, weekends and holidays make no difference. Every course is $20, and you can download your certificate as soon as you finish.

Frequently Asked Questions

How long does a provider have to submit my ELDT record?
Until midnight of the second business day after you complete the training, under 49 CFR 380.717. Weekends and federal holidays do not count as business days, so finishing on a Friday gives the provider until the end of Tuesday.
Is there a penalty for me if my provider submits late?
No. FMCSA does not penalize the driver. But you cannot take the skills or knowledge test until the record is in the registry and your state can see it, so a late submission can still cost you a test date.
Can I schedule my skills test before my training is reported?
Often, yes. FMCSA lets states schedule a skills test before training is complete, though some states require completion first. The state cannot give the test until it verifies your record, so leave at least two business days after you finish.
