Online ELDT Training by State

ELDT is a federal rule (49 CFR Part 380), so the same online theory course counts in 49 states. Washington is the exception: its Department of Licensing only accepts training from Washington-registered schools. What differs elsewhere is your state licensing agency, its fees, and how it schedules tests.

Every course is $20, including the Class A CDL theory course for new tractor-trailer drivers. For the DOT medical exam, state fees and the other costs beyond the course, see what ELDT costs in 2026. Choose your state below; each page names the licensing agency, lists the permit and license fees we have verified, and links the registered behind-the-wheel schools in that state.

The states most of our students come from, plus the largest CDL markets. Each line shows the licensing agency, the permit fee where we have verified one, and the largest city.

ELDT by state: common questions

Which states accept online ELDT theory?
49 states. ELDT is a federal requirement (49 CFR Part 380) and every state licensing agency verifies it in the same FMCSA Training Provider Registry, so theory from a registered online provider counts in all of them except Washington, whose Department of Licensing only accepts training from Washington-registered schools.
Who issues the Commercial Learner's Permit?
Your state licensing agency, not FMCSA and not a training provider: the DMV, DPS, MVD, BMV or Secretary of State, depending on the state. You pass its CDL knowledge tests to get the CLP, finish ELDT theory and behind-the-wheel training, then return to the same agency for the skills test. Each state page below names the agency and links its CDL page.
What actually differs from state to state?
The federal training rule is the same everywhere; what changes is the agency, its permit and license fees, how long the CLP stays valid, whether the skills test is given by the state or by third-party testers, and how you book it. In the states where we have verified them, permit fees run from $5 to $30, and the license and skills-test fees the agencies list from $30 to $200, and several agencies now accept the DOT medical certificate only electronically from the examiner. Each state page lists what we have checked and when.
What if I move to another state after finishing ELDT?
You do not repeat the training. ELDT completion is recorded once in the national FMCSA Training Provider Registry and does not expire, and the licensing agency in your new state reads the same registry before your skills test. If your permit or license number changes, ask your training provider to update the record with the new number, then follow the new state's own permit and testing steps.
